Recommendations are therefore based on perceived risks and benefits.57 Efforts to detect HIV-1 P24 antigen by the antigen capture method and viral DNA by means of polymerase chain reaction ; in the milk of 47 seropositive women identified HIV-1 DNA in 70 percent of specimens at 04 days postpartum.67 Samples collected 612 months postpartum yielded a 50 percent capture rate. P24 antigen was detected in 24 percent of the milk samples of 37 seropositive women at 04 days postpartum but not in subsequent specimens. The presence of HIV-1 DNA or P24 antigen in milk was not significantly associated with maternal CD4 lympho10. EXELON COMMENTS: PJM apparently believes it has a stewardship obligation to enable advanced information, communication, and "end-to--end" technologies in support of a "smart" and self-healing grid. The Strategic Report postulates an end-state of PJM connectivity, monitoring and control through the distribution infrastructure and down to the actual retail customer. While an end-to-end smart grid may be desirable, it cannot be achieved through unilateral PJM actions. There are several reasons why: PJM has no charter to work on the distribution side of a smart grid effort; it must gain buy-in from affected distribution providers and states. PJM's expertise is not in the area of dealing directly with thousands or millions of individual end-users. To state another way, system design, billing and deploying automatic meters at the distribution level, are not PJM competencies. A case could be made that PJM should limit its scope to the wholesale side of the smart grid business, and leave aggregation of individual customer loads devices to others. There are undoubtedly advantages to coordinating the transmission and distribution "sides" of the development of a smart grid. But PJM cannot do so on its own. It should work with its states, through OPSI, to determine how best to coordinate such an effort. A true smart grid must be larger than PJM. Therefore rather than taking action within its own footprint on a smart grid, PJM should advocate a national effort, and only participate as part of such an effort. Rather than the proposed model, we would prefer following the model used by FERC to develop the technical specifications for OASIS.
